Executive Deputy Secretary
V. Reid Walsh is the Executive Deputy Secretary of the Office of Administration (OA) and the Deputy Secretary for Human Resources and Management for the Commonwealth of Pennsylvania.
As executive deputy secretary, Reid is responsible for agency operations. As deputy secretary, she has focused on the implementation of core transformation initiatives. These include consolidating commonwealth human resources (HR) under a shared services model, building a four-year strategic plan and IT roadmap for HR, establishing a unified service delivery model through process standardization, building an HR LEAN program and managing HR service delivery through metrics and governance.
Reid previously served as the chief of staff and policy director for OA, playing an instrumental role in many of the agency’s key initiatives. She also served as the director of operations for the Tom Wolf for Governor campaign, where she oversaw operational needs and planned and executed its primary and general election night events. Reid was also executive director of the Wolf Inaugural Committee.
Before returning to her hometown of York, Reid spent nearly 13 years in Washington, D.C. with the Public Broadcasting Service (PBS), most recently as the senior director in the Business Affairs and Program Management Department. As senior director, she led operational activities across seven departments and had a key role in establishing and managing a matrixed organization and new business units.
Reid attended the University of Delaware, where she graduated with a degree in communications. After college, she spent a year in the Jesuit Volunteer Corps serving the homeless youth community in Phoenix, Arizona. Reid currently resides in Spring Garden Township with her husband and two children.
