About COG

The Continuity of Government office is responsible for overseeing the creation of agency continuity of government (CoG) plans.  The deputy secretary for administration of each agency is responsible for ensuring that an effective CoG plan is created for their agencies.

These plans are meant to ensure the continued operation of key government support functions in the event of an emergency that precludes the use of traditional government facilities.  Rather than remain susceptible to such emergencies, the Governor and the commonwealth have chosen to prepare for worst-case scenarios and guarantee that uninterrupted government services are available to the citizens of Pennsylvania.
