Each agency's equal opportunity officer is responsible for developing and implementing their agency's equal opportunity plan. The plan represents an agency's efforts to ensure that equal employment opportunities are extended to all employees and job applicants.
  • Manual 410.3 provides specific guidelines for developing and implementing annual EO plans.               
The EO plan must be signed by the agency head and submitted to OA-Equal Employment Opportunity for review no later than March 1 of each year.


Agencies are also required to submit certain reports on a quarterly and annual basis to OA-Equal Employment Opportunity.
