Neil Weaver
Neil Weaver was appointed Secretary of the Office of Administration (OA) by Governor Josh Shapiro to begin on January 17, 2023.
As a member of Governor Josh Shapiro’s senior staff and cabinet, Neil leads the agency responsible for oversight and administration of the enterprise functions of human resources, information technology, equal employment opportunity, continuity of government and records management for nearly 80,000 employees under the Governor’s jurisdiction.
Secretary Weaver also co-chairs the Pennsylvania Employees Benefit Trust Fund (PEBTF), which provides health benefits to 300,000 active and retired employees and their dependents.
Neil has two decades of experience in non-profit and government management, operations, and communications. He served as Acting Secretary of the Department of Community and Economic Development (DCED) and, prior to that, as Executive Deputy Secretary for the agency. As the first director of the Office of Performance Through Excellence under Governor Tom Wolf, Neil established and developed the new office focused on sustainable government efficiency and performance management programs and training. He has also served as a director of communications and press secretary for the Pennsylvania Department of Environmental Protection.
Neil has worked at two national environmental firms specializing in client management, government, communications and community relations, and worked as a national fundraising manager for the Cystic Fibrosis Foundation in Bethesda, Maryland. His background also includes service as the chief of staff to former gubernatorial primary candidate Kathleen McGinty.
Neil has served as vice secretary-treasurer for the York City General Authority and is currently a member of the Pennsylvania State System of Higher Education’s Board of Governors where he serves as vice chair of the University Success Committee.
Neil graduated from Clarion University of Pennsylvania with a Bachelor of Science Degree in Communications and currently serves as a member of the Board of Trustees for the University and as Chair for the Presidential Leadership. Neil is a resident of York, Pennsylvania with his two daughters.
Executive Deputy Secretary
Gabrielle Trucco
Gabrielle Trucco was named Executive Deputy Secretary for the Governor's Office of Administration in June 2023.
With a focus on process improvement, DEI initiatives, human resources management, and training and development, Gabby's professional experience includes talent acquisition, onboarding, lean Six Sigma, and telework planning, and budget management. Since 2016, she has served in a variety of administrative and executive roles for the PA Department of Transportation, the Department of Community and Economic Development, and Office of Performance Through Excellence. She has worked with every agency in the commonwealth to understand their individual needs and help improve their processes, resulting in $290 million in efficiency savings.
Information Technology
Amaya Capellán, Chief Information Officer
Amaya Capellán was named the Commonwealth’s Chief Information Officer in July 2023. In this role, she has overall responsibility for the management and operation of IT services for all executive agencies under the Governor’s jurisdiction.
Amaya has nearly 20 years of professional experience in technology consulting, startups, and customer experience. She previously worked for Comcast, where she was instrumental as a leader of digital transformation for its customers. As Vice President of Product Management in the Technology, Product, and Experience (TPX) unit, Amaya led app strategy, identity management, and servicing and account experience for the Xfinity app, which is available to 30 million customers. In this role, she oversaw the launch of the app, which combines six apps into one unified platform, a transformation which grew active users from 1 million to 8 million per month. In other roles, Amaya helped launch Xfinity Mobile, a wireless service, and then led the strategy, pilot, and initial launch of Comcast Business Mobile, tailoring the service and offering for small, mid-size, and enterprise customers.
Amaya has also held product leadership and strategy positions at PeopleLinx (a venture-backed business-to-business sales startup), Booz & Company's Technology and Communications practice, FCB Global (an ad agency), and an eLearning startup in Madrid, Spain. In these roles, she helped to lead the companies through key moments of transition by working collaboratively to define products, strategies, and processes that leveraged technology to drive outcomes.
Amaya holds a Bachelor of Economics from Princeton University, an MBA from Wharton and a Master’s in International Studies from the University of Pennsylvania. She resides in South Philly with her wife, Alison and their 8-year-old son, Santiago.
CODE PA
Bryanna Pardoe, Executive Director
Bry Pardoe was appointed Executive Director of the Commonwealth Office of Digital Experience (CODE PA) in May 2023.
Under Bry’s leadership, CODE PA will work closely with the Office of Administration and the Governor’s Office infuse new energy and resources into ongoing customer service transformation efforts and lead high-priority projects to improve digital experiences for Pennsylvanians.
Bry served as the Director of Web and Digital Experience at Main Line Health since 2021, where she focused on efforts to improve website accessibility and make it easier to find and schedule an appointment with a provider, and selected and implemented an APl-driven SMS texting solution for appointment reminders that drove down no-shows across the enterprise by 15% in the first month of implementation. Prior to this, Bry worked for Geisinger as a Digital Marketing Strategist and was promoted to Digital Product Manager and later Director of Digital Engagement. At Geisinger, Bry led the enterprise selection and implementation of CRM and texting solutions, while building out a fully insourced digital marketing team. Bry started her digital experience career at Lycoming Engines in 2015, where she led a complete rebranding of the company’s logo, website, and sales collateral.
Human Resources
Jason Swarthout, Acting Deputy Secretary
Jason Swarthout was appointed Deputy Secretary for Human Resources and Management in April 2023.
In his role he is responsible for the administration of the Commonwealth’s human resources program. This includes providing policy direction and support for centralized HR services; ensuring equity by maintaining the classification, pay, benefits, and workers’ compensation systems; negotiating and administering collective bargaining agreements; overseeing the Commonwealth’s recruitment program and administration of the hiring system for both the classified and unclassified service; and developing and administering training in management and supervisory skills for all agencies under the Governor’s jurisdiction.
Jason joined OA as Director of Talent Management in July 2017. Prior to that, he was Human Resource Director for the Departments of Conservation and Natural Resources and Environmental Protection. Jason started as an HR Management Trainee and has worked in numerous disciplines within HR, including policy and program planning, staffing, classification, recruitment, and organization management. In these roles, he participated in various Commonwealth enterprise HR initiatives, including SAP implementation, onboarding, electronic Official Personnel File (e-OPF), and the OneHR Steering Committee.
Jason has a Bachelor of Science degree in Sociology from Pennsylvania State University.
Commonwealth Chief Diversity Officer
Norman Bristol Colón
Norman Bristol Colón was appointed Commonwealth Chief Diversity Officer by Governor Josh Shapiro in May 2023 to lead diversity, equity, and inclusion (DEI) programs across Commonwealth agencies.
The Commonwealth chief diversity officer (CDO) will partner with senior leaders and employees across the Commonwealth to continue to build a capable, accessible, and diverse Administration that represents all Pennsylvanians. The CDO will develop recruitment, performance management, leadership development, and employee engagement strategies to enhance diversity, equity, and inclusion in the Commonwealth’s workforce and work with department staff to incorporate these priorities into their programs, policies, and decision making. The CDO will also collaborate with state agencies and the Governor’s commissions to develop relationships with key partners and advance opportunity for small diverse businesses.
Norman was the first appointed Chief Diversity Officer for the Pennsylvania Department of Community and Economic Development. As chief diversity officer, Bristol Colón was the principal architect of the agency’s diversity, equity, inclusion, and belonging (DEIB) programs. His extensive career in public service includes serving as Executive Director of the Governor’s Advisory Commission on Latino Affairs, Director of Special Projects for the PA Department of State, Assistant to Secretary of State, Executive Director of the Governor’s Census 2020 Complete Count Commission, and Special Assistant to Deputy Secretary for Community Affairs and Economic Development.

Legal
Keith Herbster, Chief Counsel
Keith Herbster was appointed Chief Counsel to the Governor’s Office of Administration in January 2023.
Prior to his appointment, he served as the Acting Chief Counsel, Deputy Chief Counsel, and Assistant Counsel with the Governor’s Office of Administration. Keith has been with the Office of Administration’s Office of Chief Counsel since 2000 where he has served as counsel on labor and employment matters.
From 1998 to 2000, he was an Assistant Counsel with the Pennsylvania Labor Relations Board. Before joining the Board, Keith clerked for the Honorable Emil E. Narick, Senior Judge of the Commonwealth Court of Pennsylvania. Keith also served as a law clerk for the Honorable Keith B. Quigley, former President Judge of the Court of Common Pleas for the 41st Judicial District, after he graduated cum laude and received his Juris Doctor from Widener University School of Law in 1996.
Keith received his Bachelor of Arts in Political Science and History from Juniata College in 1993. He lives in Cumberland County his wife and their four children.
Policy
Jessica Passiment
Jessica (Trimble) Passiment is the Policy Director for the Governor’s Office of Administration (OA).
In this position, she oversees the development and review of agency policy actions and serves as OA’s liaison to the Governor’s Policy Office.
Jessica comes to OA from the Department of Community and Economic Development (DCED). Across seven years at DCED, she held various roles including Economic Development Analyst, Local Government Policy Specialist, State Planner, State Planning Board Facilitator, disaster recovery network leader for Community Planning and Capacity Building, and Executive Policy Specialist. Prior to state government, Jessica worked for several years as an affordable housing consultant in the private sector.
Her educational background includes a master’s degree in Public Administration from Penn State, a bachelor’s degree in Political Science from Loyola University Maryland, and a certification in Geographic Information Systems (GIS) from Penn State. Jessica is also an alumna of the Rural Urban Leadership Program (RULE XVIII) through Penn State Extension.
Jessica lives in Susquehanna Township with her husband, Michael, and their son, Simon.
Agency Development
Michael Passiment
Michael Passiment is the Director of Agency Development for the Office of Administration (OA).
He is responsible for coordinating the annual budget request for OA, monitoring spending plans across the agency, and working with the Secretary of OA and senior leadership to establish investment priorities.
Michael comes to OA from the Administrative Office of Pennsylvania Courts (AOPC) where he served for five years in the District Operations and Programs department. In this role, he planned and led trainings for magisterial district judges and staff, conducted statewide research on operations in Pennsylvania’s minor judiciary, and served as AOPC liaison to the Office of the Auditor General.
Prior to AOPC, Michael served on staff for the Pennsylvania House Appropriations Committee, where he was responsible for tracking fiscal policy and legislation for a diverse portfolio of state agencies, including the departments of Conservation and Natural Resources, Environmental Protection, Agriculture, and General Services.
Michael received both his master’s degree in Public Administration and bachelor’s degree in Public Policy from Penn State. He lives in Susquehanna Township with his wife and their son.
Legislative Affairs
Vince Hudock, Director
Vince Hudock is the Director of Legislative Affairs for the Office of Administration (OA).
He is responsible for coordinating the relationship with OA, the Governor’s Office of Legislative Affairs, and the Pennsylvania General Assembly. Vince works with the Secretary of OA and OA leadership in driving legislation that aligns with OA and the Governor’s Office policies.
Vince has worked for four Governors and Administrations in Senior-level positions as the Director of Legislative Affairs for OA and as the Director of Legislative Affairs and Policy Director for the Pennsylvania Emergency Management Agency (PEMA).
Vince has been responsible for helping pass numerous bills into law including landmark legislation: modernizing and reforming the state Civil Service Act; updating and strengthening the cybersecurity Breach of Personal Information Notification Act; re-writing and improving the Commonwealth’s emergency 9-1-1 law to enhance statewide technology interconnectivity and public safety; and creating the Commonwealth’s Intrastate Mutual Aid Law.
Prior to joining state government, Vince served as Legislative Director for former United States Congressman Tim Holden. In addition, Vince practiced law as an attorney for major national law firms in Dallas, Texas and Washington, D.C.
Vince graduated from: Pennsylvania State University with a Bachelor of Liberal Arts Degree in Social Work; Temple University with a Master’s Degree in Social Work; and Pennsylvania State University, Dickinson School of Law, with a Juris Doctorate Degree.
Communications
Dan Egan, Director
Dan Egan was appointed Director of Communications for the Office of Administration (OA) in 2010.
In this role, Dan is responsible for external and internal communications for the office, responding to media inquiries, and coordinating with the Governor’s Communication Office and agency communications offices on a wide variety of issues affecting the administration. He also manages OA’s public web presence; the interpretation and application of Commonwealth and OA branding standards; and drafting, editing, and reviewing news releases, remarks and testimony, awards submissions, presentations and trainings, materials for internal and external marketing, and other widely distributed communications.
Dan has over 20 years of journalism and public relations experience. He started his career in local broadcast news as a studio equipment operator at WPMT Fox 43 in York and as a weekend producer and assignment editor at WHTM abc27 in Harrisburg. Dan also served as the Deputy Communications Director at the Department of Banking for approximately five years.
Dan earned a bachelor’s degree in Mass Communication from York College of Pennsylvania.
Digital Communications
Yadira Lupian-Lua, Director
Yadira Lupian-Lua was appointed Digital Director by Secretary of the Office of Administration (OA) Neil Weaver on February 6, 2023.
As a member of the Office of Administration (OA) senior staff, Yadira is responsible for devising and implementing digital communications and social media strategies for the Department.
Yadira has seven years of experience developing digital strategy, digital communications plans, and website branding guides and has served as a website editor, social media manager, and creative director. In addition, she served as the Digital Director of the PA Department of Labor & Industry (L&I), where she spearheaded the redesign of the Department's websites and its social media outreach activities, including federally-funded marketing initiatives.
Yadira graduated from the Slippery Rock University of Pennsylvania with a Bachelor of Science Degree in Communications. Yadira is a resident of Hanover, Pennsylvania.
